"Let's Talk About The Welfare Department" Posted by Ruthee on 11:19:45 8/14/2000 You may have read statements and discussion on the internet regarding child abuse and "the welfare department." All states are not the same but I'll be talking about the state of California. I believe California is the state in question concerning these discussions regarding child abuse. The term "welfare department" is not used. When you report child abuse you will be speaking with "Child Protective Services." Child Protective Services falls under the Social Services Department. It is no longer referred to as the Welfare Department in this state. Child Protective Services does not work on weekends or holidays. If you have a problem and phone them you will receive a recording. If you are involved in an emergency situtation, you will be referred to the police department. If you phone Child Protective Services during normal working hours and report physical harm to a child, you will be referred to the police department. If you report abuse that is not considered to be an emergency, it usually takes at least a week for a Social Service Worker to make a personal visit. Emergency service is available through the local police department. Social Service Workers do not have the power to search your home or even enter your home without your permission. They may ask to see the child in question but if you say no they would have to go to the courts or call the police themselves if they feel there is an immediate emergency or an unhealthful situtation. The reporting party need not give a name, and the reporting party will not be given a case number. If the police are involved there may be a case number that is available to the reporting party. The Child Protective Services Department will not give you follow up information on the case unless you are a party to the action. Most referrals to Child Protective Services are made through the local police departments. Private citizens can and do report child abuse, but following the report all information is confidential even to the reporting party. An example: The neighbors of Xiana Fairchild reported her mother to Child Protective Services two weeks before Xiana was reported missing. They say they made several calls reporting that Xiana was locked out of the house at night and knocking on their doors asking for food. At the time of Xiana's disappearance, CPS had yet to take action on the complaint that involved a personal visit to Xiana's home. I hope this helps interested persons to understand what is the norm in the State of California. Use your own judgement regarding what I have just said and what others may say. If the neighbor called Child Protective Services, the social worker would advise the neighbor to call the police immediately and report the abuse. If the police found abuse, they would phone Child Protective Services and the child may be taken to the hospital, sent to a shelter, sent to a relative, or remain in the home, depending on the circumstances of the report. In this state a stray injured animal will receive immediate response 24/7 from the SPCA. The State Government wants three miles of paper trail before they will investigate the problem regarding a child who is not in the middle of a crisis involving physical abuse.
